On the afternoon of Mar. 16, 2020, Xie Anjun, member of the leading party group of Department of Natural Resources of Sichuan Province and Secretary of CPC Committee, Yang Xu, the second-level inspector, and their colleagues came to the school for investigation and held a symposium at Room. The symposium was presided over by Xu Qiang, vice president and executive deputy director of the laboratory. The heads of relevant units of the school attended the meeting.
At the symposium, Ju Nengpan, director of development planning and discipline construction department and fixed researcher of the laboratory, reported the research results related to geological disasters and its monitoring and early warning, and put forward suggestions for monitoring and early warning of geological disasters in Sichuan. The two sides had in-depth discussions on improving the early identification rate of geological disasters, improving the early identification technology of geological disasters in Sichuan Province, training a professional technical team, and the relevant technical issues of the real-time monitoring and early warning system of geological disasters in Sichuan Province. Both parties agreed that the Institute of Land and Space Ecological Restoration and Geological Disaster Prevention and Control of Sichuan Province and our laboratory jointly set up the Geological Disaster Monitoring and Early Warning Technical Service Center of Sichuan Province. Taking the Service Center and the Post-doctoral Innovation Practice Base of the Institute as the starting point (hereinafter referred to as “one center and one base”), the two sides will promote the co construction of the platform, data sharing, scientific research and talent sharing on the premise of clear data property rights and data resource sharing.
Xu Qiang pointed out that in order to make better use of natural resources, the school hopes to deepen the cooperation with the Department of Natural Resources to realize resource sharing, complementary advantages of both sides, mutual benefits and win-win results, thus promoting the long-term development of both sides. First, real-time monitoring and early warning of geological disasters should be realized through studying principles, finding hidden dangers, evaluating hidden dangers, monitoring hidden dangers and issuing early warning. Second, in order to smoothly promote the strategic cooperation, we need to establish a reasonable cooperation system and mechanism. Third, in light of the actual needs of natural resources, the two sides should draw up cooperation plans, list cooperation projects and propose project budgets. Fourth, with regard to the construction of the Post-doctoral Innovation Practice Base，we suggest that relevant personnel should be recruited openly. Finaly, we hope to cultivate high-level talents, produce high-level achievements and promote technological innovation and sharing based on projects such as early identification of major geological hazards, professional monitoring and early warning technology, long-term effects of geological environment wounds and key technologies of ecological restoration.
Xie Anjun said that the Department of Natural Resources and Chengdu University of Technology have a basis for cooperation, practical needs and regional advantages. It is the common vision of both sides to strengthen the strategic cooperation and promote the monitoring of geological disasters and the development of natural resources. Since 2017, Sichuan Province has started to carry out the professional monitoring of geological disasters, in which early identification and early warning are the difficulties. It is an urgent need to apply the relevant research results of our laboratory to the land of Sichuan. It is hoped that the two sides will take the construction of “one center and one base” as the starting point, make a good plan, carry out high-level construction, establish and perfect the “five-in-one” comprehensive monitoring and early warning system, namely identifying hidden dangers, monitoring deformation, dynamic assessment, early warning release and emergency response. This can further improve the monitoring and early warning efficiency and continuously promote the healthy and rapid development of natural resources in Sichuan Province.
