Liu Qingyou, male, Han ethnicity, born in October 1965, native of Kaixian, Chongqing, CPC member, Doctor of Engineering, Postdoctoral Fellow, Professor, Distinguished Professor of Chang Jiang Scholars Program of the Ministry of Education, one of the first leading talents in the National "Ten Thousand Talents Plan", Doctoral Supervisor, Member of the 8th Science and Technology Committee of the Ministry of Education, Director of the Sichuan Provincial Professional Guidance Committee for Instrumentation and Mechanics, Vice Chairman of the Sichuan Petroleum Society, and Vice Chairman of the Sichuan Mechanical Engineering Society. He presides over and is responsible for the overall work of the University Party Committee.

He studied from September 1994 to June 1997 at Southwest Petroleum University, majoring in Petroleum Machinery, and obtained his Ph.D. Since July 1986, he has been teaching at Southwest Petroleum University, successively serving as part-time student class advisor, Deputy Branch Secretary, Director of the Teaching and Research Section, Director of the Drill Bit Laboratory, Deputy Director of the Mechanical Engineering Department, Executive Deputy Dean of the School of Mechatronic Engineering, Executive Deputy Dean of the Graduate School (Division-Level), and Director of the Graduate Department (during which he conducted postdoctoral research at the State Key Laboratory of Mechanical Transmission, Chongqing University). From June 2010, he served as Director of the Academic Committee of the Drill Bit Laboratory. From June 2010 to July 2014, he was a member of the Standing Committee of the CPC Southwest Petroleum University Committee and Vice President of the university. From July 2014 to November 2018, he served as Deputy Secretary of the CPC Xihua University Committee and President of the university. From November 2018 to October 2023, he served as a member of the CPC Chengdu University of Technology Committee, member of its Standing Committee, Deputy Secretary of the CPC Committee, and President of the university. Since September 2023, he has served as Secretary of the CPC Chengdu University of Technology Committee. Since January 2025, he has served as Deputy Director of the Education, Science, Culture and Health Committee of the 14th People's Congress of Sichuan Province.

His main research focuses on the theory, experimentation, product development, and application of petroleum drill bits and equipment. He has led nearly 20 projects/topics, including National Science and Technology Major Projects, National 973 Program, National 863 Program, and National Natural Science Foundation projects. He has published over 180 papers (125 as first/corresponding author), been granted 66 invention patents (7 US patents, 3 Canadian patents), published 6 monographs, formulated 2 standards, and registered 7 software copyrights. He has received 1 first prize of the National Science and Technology Progress Award (Special Award), 2 second prizes of the National Science and Technology Progress Award, and 8 first prizes of provincial/ministerial level science and technology awards. He has also received the first National Innovation Pioneer Award, the Guanghua Engineering Science and Technology Award of the Chinese Academy of Engineering, the Ho Leung Ho Lee Foundation Science and Technology Progress Award, expert enjoying special allowance from the State Council, National Excellent Science and Technology Worker, candidate of the National New Century Hundred, Thousand and Ten Thousand Talents Project, Sun Yueqi Youth Science and Technology Award, Sichuan Province "Spire" Talent, Sichuan Outstanding Innovation Award, Top Ten Young Teachers in Sichuan Universities, and Sichuan Youth Science and Technology Award. He was a valid second-round candidate for the academician election in both 2017 and 2019, and a valid candidate for the 2023 academician election.
