Tang Qingli, Han Chinese, born in November 1974 in Yibin, Sichuan, is a distinguished legal scholar and academic leader. He began his professional career in July 1998 and joined the Communist Party of China in December 2004. He holds a Ph.D. in Law and is a professor and doctoral supervisor. Tang has served as a visiting scholar at the University of Chicago and was a member of the 16th and 17th PhD Support Groups sent by the Organization Department of the CPC Central Committee and the Central Committee of the Communist Youth League to Sichuan, where he acted as Secretary-General and Deputy Leader. He is recognized as a talent under the “Double Thousand Plan” of the Central Political and Legal Affairs Commission and the Ministry of Education, a Leading Academic and Technological Talent in Sichuan Province, an Outstanding Expert with Significant Contributions, and one of the Top Ten Young and Middle-aged Legal Experts in the province. Tang has also served as a member of the inaugural Sichuan Judge Selection Committee, an administrative legislation expert for Sichuan Province, a member of the Sichuan Legal Experts Database, and the first Chief Legal Consultant Expert of Sichuan Province. He is the Executive Deputy Director of the Professional Title Evaluation Committee for Senior Lawyers and Notaries in Sichuan Province. Tang is responsible for discipline inspection and internal oversight work at CDUT.

Since July 2006, Tang Qingli has been teaching at Southwestern University of Finance and Economics, where he served as Director of the Research Institute of Private Finance and Legal Regulation and Executive Deputy Director of China Center for Law and Finance. During this time, he also held concurrent roles as Deputy Director of the Research Office at the Sichuan Higher People’s Court and Deputy Director of the Political Department at the Sichuan Provincial Department of Justice. His professional affiliations included Executive Director of the Institute of Securities Law of CLS and Director of the China Banking Law Society, and he previously served as Vice President of the Sichuan Provincial Research Institute of Legal Culture, Vice President of the Sichuan Notarial Law Research Society, and Secretary-General of the Sichuan Financial Law Research Society. In March 2018, Tang began his tenure as Director of the Legislative Affairs Department at the Sichuan Provincial Department of Justice. He subsequently served as Director of the Secretariat at the Sichuan Provincial Party Committee’s Office of Rule of Law, Director of the First Discipline Inspection and Supervision Office of the Sichuan Provincial Commission for Discipline Inspection and Supervision, and as a Third-Level Senior Supervisor. In September 2023, he was appointed Head of the Discipline Inspection and Supervision Group of the Sichuan Provincial Commission for Discipline Inspection and Supervision at CDUT, with the rank of Second-Level Senior Supervisor. He also serves as a member of the Party Committee, Standing Committee, Deputy Secretary, and Secretary of the Discipline Inspection Commission at CDUT.

Tang Qingli’s research focuses on economic law, financial law, and law and economics, with particular emphasis on social governance, the sharing economy, and discipline inspection and supervision. He has made original contributions to the field by proposing concepts and theories such as the “sharing economy.” Tang has led four major sub-projects and key projects under the National Social Science Fund of China, along with 14 other national and provincial-level projects, and more than 20 additional research projects. He has also played a significant role in drafting numerous key provincial and national documents, policies, and regulations. Tang has published over 40 papers, including 8 in China’s top three academic journals—Social Sciences in China, China Legal Science, and Management World—and over 30 in CSSCI-indexed and core Chinese journals. He has authored or co-authored more than 30 monographs and textbooks, and founded and serves as the chief editor of the academic journal Guanghua Law Review. His paper, “Regulatory Path of the ‘Ride-Hailing’ Sharing Economy,” published in the 2015 fourth issue of Social Sciences in China, was selected as one of the 80 most influential legal achievements in the 40 years since China’s reform and opening-up, and was included in full in Traces of Thought by the Law Press China. It has been ranked among the top 5 in the Social Sciences in China’s TOP100 most cited papers over the past decade for six consecutive years. Tang has received numerous accolades, including the First Prize for Outstanding Achievements in Philosophy and Social Sciences of Sichuan Province, two Second Prizes at the provincial levels, two First Prizes from the China Law Society, seven Third Prizes at the provincial levels, and more than ten other awards. He has also been honored with the Second-Class Merit by the Ministry of Justice of Sichuan Province, the Sichuan Province May 1st Labor Medal, and the title of Advanced Party Worker by the Sichuan Provincial Commission for Discipline Inspection and Supervision.
